Anti-Ragging Committee

Anti-Ragging Committee in an educational institute, as per UGC guidelines and the
recommendations of the Raghavan Committee Report:


The Anti-Ragging Committee should be constituted at the institution level and include a
diverse representation of stakeholders.
Composition:
1. Chairperson
o Head of Institution (Principal/Director) or a Senior Faculty Member2. Faculty Members (2–3)
o From different departments (including at least one female)
3. Administrative Officer
o Such as Registrar, Hostel Warden, or Office Superintendent
4. Student Representatives
o Senior students (both UG/PG), including male and female
o Must be meritorious and have a clean disciplinary record
5. Parent Representative
o One parent member (optional but encouraged)
6. Local Community Member
o A representative from a local NGO, media, or civil society
7. Police/Legal Representative (optional)
o Local police official or legal expert as liaison (in serious matters or for awareness
campaigns)


Note:
• The committee must be gender-balanced.
• Must meet at regular intervals and as required.

Roles and Responsibilities of the Anti-Ragging Committee
Prevention

• Frame and implement policies to prohibit and prevent ragging on campus.
• Conduct orientation programs for freshers and seniors.
• Display anti-ragging posters across campus and hostels.
• Promote a ragging-free environment through workshops and campaigns.

 

Monitoring and Vigilance
• Monitor vulnerable areas such as hostels, canteens, corridors, classrooms, etc.
• Assign Anti-Ragging Squads (sub-committees) to conduct surprise checks.
• Maintain constant interaction with freshers to detect early signs of ragging.

 

Redressal
• Receive complaints of ragging (verbal, physical, emotional, or cyber-based).
• Conduct prompt and impartial inquiries.
• Recommend disciplinary actions ranging from warning to suspension, expulsion, or
   FIR as per UGC norms.

 

Coordination
• Coordinate with Anti-Ragging Squads, hostel wardens, student councils, and local
police when necessary.
• Submit reports of ragging incidents and actions taken to UGC and other authorities.

 

Compliance
• Ensure that every student submits an online anti-ragging affidavit through
https://antiragging.in.
• Upload regular compliance reports on the UGC Anti-Ragging portal.

 

Penalties for Ragging (as per UGC regulations)
Depending on the severity of the act:
• Suspension from attending classes
• Debarring from exams, scholarships
• Expulsion from hostel or institution
• Filing of FIR and legal prosecution
